Why housing matters resources

The resources constitute the first round of communications and engagement tools developed as part of the Regional Housing Strategy process and were distributed during the September 8, 2025, training session for local government staff. A messaging playbook, slide deck, handout and social media templates are included as part of these resources. The training session brought together local government staff from across the region to engage in shared learning about how the region can constructively engage the community in important conversations about housing, including the value of working together as a region.

The following resources were developed as part of the initial development phase of the Regional Housing Strategy.

 

Environmental scan

To develop the Environmental Scan, DRCOG’s consultant team conducted comprehensive research to identify recent, current, and planned housing initiatives across the Denver region. This included the review of publicly available documents, reports, and websites from coordinating groups, housing authorities, service providers, nonprofits, regional foundations and other relevant organizations to create a detailed inventory documenting lead organization, project scopes and objectives, geographic coverage, timelines, key strategies addressing the five barriers from the Regional Housing Needs Assessment, and the scale and intended impact of each effort. Follow-ups were conducted with organizations to answer questions and fill gaps in understanding of policy efforts.

Best practices research memo

The best practices research memo summarizes best practices for regional coordination around housing production and preservation, focusing on common practices among metropolitan planning organizations, also known as MPOs,  across the country. The memo reflects a broad range of tools, policies, governance approaches, and implementation mechanisms that regional entities use to address housing challenges and integrates relevant local and regional practices identified through the environmental scan.
