Fiscal Year 2024-2027 Transportation Improvement Program Call for Projects: Regional and Subregional Share – August 2022 through April 2023
From August to October 2022, DRCOG held the first call for projects (Regional Share call to program the fiscal year 2024-2027 Transportaion Improvement Program) to finish programming anticipated funding available for fiscal years 2022 -2027.
If an applicant plans on submitting an application for either one of these calls (or the two previous calls for fiscal year 2022-2025 Transportation Improvement Program), they must have attended one of the two available training sessions held back in February 2022.

Schedule: An overview of the entire anticipated fiscal year 2022-2027 Call for Projects schedule is located here. In addition, DRCOG will provide each forum a detailed schedule to assist them.
Funding Availability: $49,194,000 was available for this call, and consists of all available fiscal year 2025-2027 unallocated CMAQ, CRP, TA, and MMOF funding types, in addition to FY2024-2027 Surface Transportation Block Grant Funding (STBG). Two tracks were utilized; an AQ/MM track and an STBG track. Each track had a funding target; $21,477,000 for the AQ/MM track and $27,718,000 for the STBG track.
Applications: Two applications were used for this call; the STBG application and Air Quality/Multimodal application. The questions for both applications were adopted by the DRCOG Board in January 2022.
Project Type Submittal Limitations: For the AQ/MM application, the projects must be consistent with reducing congestion and/or improving air quality. The STBG application expands eligibility from the AQ/MM application to include eligible roadway capital projects, roadway reconstruction projects, and bridge replacement/rehabilitation projects.
Policy Guidance: The Policies for TIP Program Development was adopted by the DRCOG Board of Director's on January 19, 2022.
Data Resources: A TIP Data Tool and other associated data to assist sponsors in filling out applications is available on the FY2024-2027 TIP data resources webpage.
Applications Received and Process to Evaluate: The applications received are posted below. A public comment period was open from October 13-26, 2022, and the comments received are included here and shown on a map here. DRCOG staff scored the projects and turned those scores and the public comments received over to a Project Review Panel. The panel met the week of October 31, 2022, to make a recommendation to the DRCOG committees and Board. Ultimately, the DRCOG Board took action to approve a suite of Call 3 projects. These projects selected in Call 3 will not be placed into the draft TIP until the new 24-27 TIP is developed and approved in August 2023.

The call consisted of all available FY2025-2027 unallocated CMAQ, CRP, TA, and MMOF funding types, in addition to FY2024-2027 Surface Transportation Block Grant Funding (STBG). The target for each subregion and each track was as follows:
Adams County Subregion: STBG $16,732,000 AQ/MM $12,964,000; Arapahoe County Subregion: STBG $20,167,000 AQ/MM $15,626,000; Boulder County Subregion: STBG $10,750,000 AQ/MM $8,329,000; Broomfield City/County Subregion: STBG $2,644,000 AQ/MM $2,049,000; Denver City/County Subregion: STBG $26,247,000 AQ/MM $20,337,000; Douglas County Subregion: STBG $11,238,000 AQ/MM $8,707,000; Jefferson County Subregion: STBG $17,881,000 AQ/MM $13,854,000; and SW Weld County Subregion: STBG $2,709,000 AQ/MM $2,099,000

Project Type Submittal Limitations: For this call, two applications was used; one specific for STBG funding, and all the project types eligible for that funding, and another for air quality and multimodal projects. These projects must be consistent with reducing congestion and/or improving air quality. Notable project types that are not allowable under this application include roadway capital projects, roadway reconstruction projects, and bridge replacement/rehabilitation projects.
Policy Guidance: The Policies for TIP Program Development was adopted by the DRCOG Board of Director's on January 19, 2022.
Data Resources: A TIP Data Tool and other associated data to assist sponsors in filling out applications will be available when the call opens on November 28. The FY2024-2027 TIP data resources webpage will be updated accordingly at that time to include this information.
Applications Received and Process to Evaluate: The applications received are listed below, organized by subregion, track, and applicant. A public comment period was open from February 6 to 22, 2023. The comments received are included here and on a map here. Each forum then reviewed, scored, and recommend projects within their funding targets and turned those recomendations back to DRCOG in March 2023. The call 4 recommendations are scheduled to go through the DRCOG committee and Board process beginning in April 2023. Both call 3 and call 4 recommendations will be placed within the draft 24-27 TIP. The draft TIP will be the subject to a public hearing in July, before going through the final recommendation and approval process in late July and mid-August.
