FY2024-2027 TIP Call for Projects: Regional and Subregional Share – August 2022 through April 2023

On August 22, DRCOG opened the first call for projects (Regional Share call to program the FY2024-2027 TIP) to finish programming anticipated funding available for FY2022 through FY2027. 

If an applicant plans on submitting an application for either one of these calls (or the two previous calls for the FY2022-2025 TIP), they must have attended one of the two available training sessions held back in February 2022.

Schedule:  An overview of the entire anticipated FY2022-2027 Call for Projects schedule is located here.  In addition, DRCOG will provide each forum a detailed schedule to assist them.

Funding Availability:  $49,194,000 is available for this call, and consists of all available FY2025-2027 unallocated CMAQ, CRP, TA, and MMOF funding types, in addition to FY2024-2027 Surface Transportation Block Grant Funding (STBG).  Two tracks will be utilized; an AQ/MM track and an STBG track.  Each track has a funding target; $21,105,000 for the AQ/MM track and $28,089,000 for the STBG track.  

Applications:  Two applications will be used for this call; the STBG application and Air Quality/Multimodal application.  The questions for both applications were adopted by the DRCOG Board in January 2022.    

Project Type Submittal Limitations: For the AQ/MM application, the projects must be consistent with reducing congestion and/or improving air quality.  The STBG application expands eligibility from the AQ/MM application to include eligible roadway capital projects, roadway reconstruction projects, and bridge replacement/rehabilitation projects. 

Policy Guidance:  The Policies for TIP Program Development was adopted by the DRCOG Board of Director's on January 19, 2022.

Subregional Share Call for Projects (Call #4) – Open November 28 to January 27, 2023

Schedule:  An overview of the entire anticipated FY2022-2027 Call for Projects schedule is located here.  In addition, DRCOG will provide each forum a detailed schedule to assist them.

Funding Availability:  As of late May 2022, DRCOG anticipates $190,428,000 to be available for this call.  The call will consist of all available FY2025-2027 unallocated CMAQ, CRP, TA, and MMOF funding types, in addition to FY2024-2027 Surface Transportation Block Grant Funding (STBG).  The estimated target for each subregion is as follows:

  • Adams County Subregion:  STBG $17,264,000  AQ/MM $12,138,000
  • Arapahoe County Subregion:  STBG $20,809,000  AQ/MM $14,630,000
  • Boulder County Subregion:  STBG $11,092,000  AQ/MM $7,798,000
  • Broomfield City/County Subregion:  STBG $2,728,000  AQ/MM $1,918,000
  • Denver City/County Subregion:  STBG $27,082,000  AQ/MM $19,040,000
  • Douglas County Subregion:  STBG $11,595,000  AQ/MM $8,152,000
  • Jefferson County Subregion:  STBG $18,450,000  AQ/MM $12,971,000
  • SW Weld County Subregion:  STBG $2,795,000  AQ/MM $1,965,000

Project Type Submittal Limitations: For this call, two applications will be used; one specific for STBG funding, and all the project types eligible for that funding, and another for air quality and multimodal projects.  These projects must be consistent with reducing congestion and/or improving air quality.  Notable project types that are not allowable under this application include roadway capital projects, roadway reconstruction projects, and bridge replacement/rehabilitation projects.  These applications will be provided after January 2022.

Data Resources:  A TIP Data Tool and other associated data to assist sponsors in filling out applications will be available when the call opens on November 28.  The FY2024-2027 TIP data resources webpage will be updated accordingly at that time to include this information.

Following these calls, DRCOG will then work to develop and adopt the FY2024-2027 TIP, which is anticipated to conclude in August 2023.
