2020-2023 Transportation Improvement Program - Multimodal Options Funds Call for Projects

The DRCOG Multimodal Transportation Options Fund (MMOF) Call for Projects for federal fiscal years 2020, 2021, 2022, and 2023 through the 2020-2023 TIP has closed.  $500,000 in DRCOG-allocated state funds was available for this call. The application can be found here.

Background

In 2018, SB18-001 provided State General Fund transfers to the State Highway Fund, the Highway Users Tax Fund, and a new Multimodal Transportation Options Fund. Of these transfers, 15% was allocated to the Multimodal Transportation Options Fund. The Multimodal Transportation Options Fund was further distributed 15% to CDOT for state multimodal projects and 85% for local multimodal projects. For the 85% in local projects, SB18-001 directed the CDOT Commission to establish a distribution formula based on population and transit ridership to the Transportation Planning Regions (TPRs) throughout the state, including DRCOG, to then distribute to local multimodal projects.

Using the formula previously established by CDOT for developing its Transit Development Program, DRCOG received 60.2% ($45,811,000) of the disbursement for local multimodal projects. Note that this allocation was for the entire DRCOG region, not just the Metropolitan Planning Organization (MPO) boundary. In July 2018, the DRCOG Board took action to set-aside $500,000 for a special call for projects for those areas in the non-MPO portion of DRCOG (Clear Creek County, Gilpin County, eastern Arapahoe County, and eastern Adams County), since these areas represent approximately 1% of the entire DRCOG population.

Funding Requirements

To be considered for funding: 

  • Each application requires a minimum 50% match.
  • The minimum request of state funds is $75,000 for infrastructure projects (MMOF + match equals a minimum total project cost of least $150,000) and $12,500 for non-infrastructure (includes transit) projects (MMOF + match minimum total project cost at least $25,000).
  • Project sponsors anticipating submitting an application(s) are required to attend a mandatory TIP submittal training workshop (details below), OR have attended a previous TIP training workshop for the 2020-2023 TIP back in 2018 (Bennett, Deer Trail, Adams County, and Arapahoe County had previous attended and do not need to attend the new training). 
  • It may be necessary to receive CDOT concurrence depending on the location of the proposed project.  If CDOT Region 1 concurrence is required (project is on a state facility, or within state ROW), a concurrence form will need to be completed.
  • The project sponsor will submit application(s) to Todd Cottrell at tcottrell@drcog.org no later than noon on Thursday October 24, 2019.

In addition, all applicants will have access to regional data resources provided by DRCOG (link contained within the application). If applicants need additional data from DRCOG for the completion of their application, they must contact DRCOG staff no later than October 1 with their request.

Training Workshop

DRCOG is conducting a mandatory training workshop (unless the sponsor has already received training) for anticipated project sponsors to explain the TIP process and application.  Per the adopted TIP Policy, sponsors must attend a training to be eligible. If no representative from the agency attends, TIP submittals will be considered invalid.

At the training workshop, DRCOG and CDOT staff will present common project pitfalls and will be available to discuss potential projects with sponsors. The workshop is being held at the following time and location, with an agenda being sent out one week prior:
