Transportation Improvement Program Set-Aside

DRCOG's Transportation Improvement Program (TIP) also funds set-aside programs. 

Previous to the FY2024-2027 TIP cycle, each set-aside developed its own calls for projects guidance, policies, application, and evaluation criteria.  Beginning with the FY2024-2027 TIP, each set-aside will be governed under the Policies for FY2024-2027 TIP Set-Aside Programs. This policy was adopted by the DRCOG Board in March 2023 and will provide applicants a guidebook to apply under any of the programs.

Community Mobility Planning and Implementation

Community Mobility Planning and Implementation supports small area planning and small infrastructure projects that contribute to the implementation of key outcomes within Metro Vision and the Metro Vision Regional Transportation Plan.  This set-aside will conclude at the end of FY2023.  Click here to learn more.

TDM Services

Transportation Demand Management, or TDM, refers to activities that help people use the transportation system more efficiently while reducing traffic congestion, vehicle emissions and fuel consumption. In addition to funding non-infrastructure projects, the TIP funds the Way to Go program and partnerships with eight regional transportation management associations (TMAs). The TDM Services Set-aside has been funded by DRCOG for numerous TIP cycles, and will continue for the FY2024-2027 TIP cycle with a total DRCOG allocation of $15,440,000 ($9,600,000 for Way to Go, $3,840,000 for the TMAs, and $2,000,000 for a non-infrastructure call for projects). Visit this page to learn more. 

Regional Transportation Operations and Technology

The objective of the Regional Transportation Operations and Technology (RTO&T) Set-Aside is to improve the safety, efficiency, dependability, and cost-effectiveness of our regional transportation system. DRCOG, CDOT, RTD, local governments, and other entities collaborate to implement transportation technologies and systems to achieve that objective. The RTO&T Set-aside has been funded by DRCOG for over 30 years, and will continue for the FY2024-2027 TIP cycle with a total Call for Projects allocation of $16,000,000. Click here to learn more.

Air Quality Improvements

The Air Quality Improvements Set-Aside dedicates funds exclusively for the Regional Air Quality Council (RAQC) in programs such as ozone outreach and education, marketing, and ozone State Implementation Plan modeling. DRCOG allocations for the FY2024-2027 TIP cycle total $7,920,000.

Human Service Transportation

The Human Service Transportation (HST) Set-Aside funds transit capital, operating, and mobility management projects to improve service and mobility options for vulnerable populations by funding underfunded/underserved trips and rolling stock expansion.  This set-aside started in the FY2020-2023 TIP cycle, and will continue in FY2024-2027 with a total DRCOG allocation of $8,000,000. Corridor, Community, Livability, and Innovation Planning

The Corridors, Community, Livability, and Innovation Planning Set-Aside (CCLIP) is a new set-aside for the FY2024-2027 TIP cycle with a total DRCOG allocation of $12,000,000. The set-aside is further broken down into Transportation Corridor Planning ($3,000,000), Community Mobility Planning or CMP ($5,000,000 and includes two tracks: Community-Based Transportation Planning and Livable Centers Small-Area Planning), and Innovative Mobility ($4,000,000). Calls for Projects Schedule

Each set-aside will conduct its own calls for projects.  The next calls are anticipated for:

  • TDM non-infrastructure projects: Spring 2025 for FY26-27 funding
  • RTO&T:  Spring 2026 for FY27-29 funding
  • HST:  While most calls are conducted each Winter, no call will be conducted for FY24.  The FY25 call will be conducted in the Spring of 2024.
  • Transportation Corridor Planning: anticipated Summer 2025
  • Innovative Mobility:  anticipated Spring 2024
  • Community-Based Plans:  anticipated Fall/Winter 2023
  • Livable Centers:  anticipated Spring 2024
